SUNDAY, DECEMBER 29, 1946 Amnesty For Jap Puppet In Philippines Predicted Manila, Dec. 28 -General amnesty Puppet President P. Laurel, his a cupation cabinet and 5.000 other Filipinos accused of collaboration will be recommended to President Manuel A. Roxas in the near future by the Philippines justice department. This was learned today on unimpeachable authority.

Only yesterday the people's court indefinitely postponed Laurel's treason trial from Jan. 6 and left him free on $25,000 bail. The court, in operation 14 months, has completed only 100 cases. Roman Ozaeta, is' not known, but sources close to the presidential palace said such a major section scarcely would be proposed without the president's prior- approval. During the election campaign last spring, Roxas was accused by his opponent of having been a collaborator and personal adviser to Laurel, whose fate he soon must decide. Besides Laurel, the accused collaborators who would be affected include Jorge B. Vargas, former "ambassador" Tokyo; Benigno S. Aquino, former speaker of the Japanese sponsored assembly; Claro M.

Recito and Antonio de las Alas, Laurel's ministers of foreign affairs and finance, and a host of lesser officials. All are free on bail. The only onetime big shot convicted by the people's court was Teofilo Sison, justice secretary and inspector general under the Japanese regime. He got life imprisonment 10 months ago but has appealed to the Supreme Court and is at liberty under 000 bail with no date set for a hearing. THE SPECIAL PROSECUTOR, Lorenzo M.

Tanada, has complained repeatedly of lack of witnesses, lack of investigators and postponements of trials. Recently he said his problems were multiplied by the Philippines laws requiring at least two witnesses to prove a case and of witnesses' nmes to defense in deliverer advance of trial. There have been no proved instances of influencing such witnesses, but Tanada charges that many have occurred. As precedents for wiping the slate clean, Filipinos cite the recent American amnesty for smallfry Nazis in Germany and the Philippines congressional action in absolving guerrillas of crimes committed in resisting the Japanese. Amnesty, individual teams are studying the records of guerrillas accused of murder, robbery and other crimes to determine if they are in this category.

If Roxas approves amnesty for the collaborators, he is expected to ask-and get--the indorsement of Congress, which convenes next month and which he controls. 230-Mile Cable Laid A 230-mile submarine telephone cable been laid between Britain Germany since the hand war.
