It will reach its climax of suspense around 4 p.m. Tuesday, when most business activity in the country will grind to a halt. Millions of Britons will gather around television or radio sets. The cause of this national agonizing is not the likely winner of the next world heavyweight title fight the even the British soccer cup Derby horse race classic 675. or championship.

It is the government's 1972- 73 budget. CHANCELLOR of the Exchequer Anthony Barber will unveil it to Parliament at about that time. By the time he has finished an hour or more later, every Briton will know just how much he will have to shell out in taxes how much his cigarettes, beer, whiskey and gasoline are going to cost and whether he can afford the instalment payments on that new color TV set or automobile. This year all the betting is on a tax bonanza, designed to put more spending money into every Briton's pocket and get the country's stagnant business off the ground again. BARBER, whose job is equivalent to that of secretary of the treasury in the United States or finance minister in most other countries, has been on the receiving end of advice from just about every quarter in recent weeks.

The budget speech is one of the world's most closely guarded secrets beforehand so much so that at least two British cabinet ministers in the past have been fired for leaking details. Hence, there is little but guesswork and so-called "informed speculation" to go on. But all the speculation points to sizable tax cutsa welcome prospect for Britons who like to consider themselves the world's most heavily taxed people, although in fact they are not. Israelites hold that dubious honor. THE AMOUNTS Barber is advised to pump back into the economy range from $780 million recommended by the Confederation of British Industry -which represents 20,000 industrial firms to $6.3 billion suggested by the National Institute of Economic and Social Research.

The result, it is argued, would be to put more cash into the nation's pockets, encourage spending and industrial investment, slash unemployment and get the economy rolling again. Barber is being urged to take on Britain's record $2.47 billion surplus in its foreign business last year. But some of the national euphoria drained away by the sobering announcement that Britain's foreign trade in February was $83.2 million in the red. HOME ECONOMISTS already are warning that this foreshadows serious balance of payments problems and a possible new devaluation of the pound by the end of 1973, particularly if Barber goes too strong on priming the economic pump in this year's budget. Barber, however, also is under heavy pressure to play national Santa' Claus this time.

"This is a most critical budget for Britain and the government," the London Daily Mail said editorially. "And this time the risks of being too cautious must outweigh the danger of being too generous." Navy Boat Takes Hewes Under Tow Jacksonville, Fla. The Porter County Board of Education has voted to terminate the contract of a speech and hearing therapist because she is more than five months pregnant.

The teacher, Mrs. Clatus Epple, who is expecting a child in June, had requested to be permitted to continue teaching as long as her physician deemed it advisable. However, the board said it would be difficult for a substitute teacher to effectively conclude Mrs. Epple's teaching duties if Mrs. Epple should have to quit within a few weeks of the end of the school year.

Members of the Indiana Civil Liberties Union supported Mrs. Epple's request. The teacher's contract SEE contains a clause calling for termination of the contract any time after the fifth month of pregnancy. Name Change Proposed By Model Cities A public meeting of the citi13 zens advisory body for the Model Cities program is tentatively scheduled for March 30 to discuss a change of the agency's name and the size of the board of directors. MOST OF the decisions already have been made, and the remainder will have been made, in closed-door sessions.

The first of these closed door sessions was held Thursday at the request of city officials who objected to the board's making the changes not in accord with its by-laws. The changes are: Changing the legal name of the agency from City Demonstration Agency to Citizens Community Development Board. CHANGING the makeup of the board of directors from 11 neighborhood representatives, five appointees of Mayor Richard G. Lugar and three appointees of the City-County Council, to 20 neighborhood representatives with three mayoral and two council appointees. The March 30 meeting will be held to ratify the closeddoor decisions, since the agency is prevented legally from taking action in secret meetings because it is supported by Federal and local tax funds.

Butz Assails Grayson Attack On Nixon Plans Washington (AP) Agriculture Secretary Earl L. Butz stuck by his guns and kept his cool Friday following a jab at him by C. Jackson Grayson chairman of the Price Commission. Grayson, at a news conference, said Butz' statements about farmers deserving higher prices were hurting the Nixon administration's economic stabilization program. Retail food prices, particularly for meat, have brought barrages from consumer interests for Federal controls on them.

Butz has spoken out constantly against such regimentation. have not taken a stand that we should have higher food Butz told newsmen following Grayson's comment. Bangladesh To Get War Crime Prisoners Dacca (AP) An Indian spokesman said Friday night that India would turn over any prisoners against whom Bangladesh has evidence of war crimes committed during the last nine months of last year. Bangladesh, however, has not submitted a list of such prisoners, the spokesman said. He said that Prime Minister Indira Gandhi of India and Sheik Mujibur Rahman discussed war crimes trials during her visit here.

Attucks Night Class Registration Slated The Crispus Attucks High School Evening Division will begin a series of eight-week courses March 27, with registration starting tomorrow.
