Garbage Pall Kids. On Tuesday morning, CBS informed its affiliates it was canceling the series, which was based on bubble gum cards oi such characters as Brenda Blender, who's being chopped to bloody bits in a food processor, and Nailed Neil, shown lying on a board with nails protruding through his body. CBS officials in New York claimed the cancellation occurred for creative reasons.

"Many projects go through the development process and don't get on the air," said Janet Storm, director of publicity for daytime programming. "CBS has never reacted to pressure from outside groups about our programming." Not even advertisers? Nabisco. McDonald's and Binney Smith (Crayola) were among firms who had notified NFD executive director Donald Wlldmon they wouldn't sponsor the cartoon series. CBS affiliates in Houston and Columbus, Ohio, had said they wouldn't air it. In Indianapolis, Channel 8 had received "maybe 15 letters in the last month" about the series, said a spokesman for the CBS affiliate.

"We also got a few calls from concerned parents. We weren't being bombarded by protests but then, the show hadn't aired yet." In place of Garbage Pail Kids. CBS will expand Jim Henson's Muppet Babies to 90 minutes (7:30 a.m. until 9 a.m.) and air The New Adventures of Mighty Mouse at 9:30 a.m. He talks like Rocky Balboa, tights crime like Batman and keeps his true Identity secret like Clark Kent.

Meet Vinnie Terranova (Ken Wahl). the hero of Wise Guy. a CBS action drama premlering at 9 p.m. today on Channel 8. The series moves to its regular time slot of 9 p.m.

Thursdays next week. Tonight's two-hour movie Is suspenseful and exciting until producer Stephen J. Cannell totally abandons reality and people start blowing each other away with rocket launchers. Was there an auction after the last Rambo movie, or what? This show tries to establish a ratio between high ratings and high body count. Wise Guy starts promisingly enough.

Vinnie. a small-time hood, is out on the streets after time In prison. But being a jailbird was just a ruse to establish his cover. Vinnie's actually a federal agent trying to infiltrate the mob (which, in this case, has a suspiciously non-ethnic name. Steel-grave).

He's so far undercover even his poor sick mother doesn't know the truth. That means Vinnie comes under suspicion by the gangsters, a ruthless lot led by Ray Sharkey, and the local police, who constantly harass him. He's walking a tightrope, trying to avoid detection and not commit the crimes the mob thrusts on him. The tension Cannell builds starts to dissipate when the mob becomes embroiled in a dispute with an international arms dealer, a cartoon-ish character best left to James Bond movies. shows shown in black captioned show.

"Mask." "Alfie." "Night Shift." (R). The show hits rock bottom with the launcher blast-out In a seaside warehouse the type of ridiculous antics more appropriate for Cannell's former show. The A-Team. ANOTHER cops-and-robbers show premiering at 8 tonight on Channel 8. The Oldest Rookie, has an unlikely premise: A fat cat police public relations officer (Paul Sorvino) decides to chuck all the rubber chicken dinners and honorary awards and return to the streets.

He goes back through the police academy, is assigned a brash young partner (D.W. Mof-fett) and immediately gets on the wrong side of his superior (Raymond J. Barry) with his unorthodox methods. Sound familiar? Only two things save Rookie from being routine the series' sense of humor and the Immense charm of the chubby Sorvino, who can draw a smile with the slightest upraising of eyebrows. The series, from the Disney subsidiary Touchstone Pictures, has a light touch, more apt to draw a chuckle than a belly-laugh.
