SMULEVITZ Gov. Robert D. Orr Wcdnesdy authorized the hiring of 122 persons at six state mental health institutions, some threatened with loss of federal aid because of inadequate staffing.

Annual cost will be $1.5 million. The monry comes from a $3.2 million mental health contingency fund the 1981 Indiana General Assembly created. About $1.3 million remains uncommitted in the fund. State Budget Agency analyst William Leep said. Orr released the funds as Democratic legislators conducted a series of news conferences around the state to highlight inadequacies at mental health hospitals.

Orr aide William DuBois conceded the timing of the funds release was not coincidental, remarking: "People are saying we, aren't doing the job. We are doing the job. It was time to put out the story." ORR SAID HE authorized the hirings before he ordered a hiring freeze June 16, along with several other steps designed to deal with a pending $85.3 million revenue shortage. But few of the jobs were filled when he issued the freeze, and mental health officials could not fill the positions without a special exemption from the freeze. This is what Orr granted Wednesday.

Federal Medicaid and Medicare funds pay 57 percent of the expenses of Department of Mental Health hospitals for treatment of developmentally disabled patients and elderly mentally ill patients who contributed to Social Security. However, staff cutbacks and unsafe structural conditions have resulted in some institutions losing their federal certification for Medicaid and Medicare. The state must make up for the lost funds or curtail services. ORR'S MOVE WILL not help decertifications stemming from safety conditions, which require major renovations. Also, since most mentally ill patients are not covered by Medicaid or Medicare, staffing shortages affecting them will be reduced little or not at all.

The jobs were allocated in this way: Muscatatuck State Hospital, 64; Fort Wayne State Hospital, 31; Central State Hospital, 21; Evansville Psychiatric Children's Center, Madison State Hospital, New Castle State Hospital, 1. The vacancies include psychiatric attendants, nurses, therapists, dieticians, food service workers, pharmacy personnel, psychologists and social workers At Muscatatuck, loss of federal aid due to inadquate staffing was threatened ealier this year, but was delayed when state officials challenged the accuracy of data on which the decision was based. DuBois said the additions Orr authorized will deal with the staffing shortage, but not with safety deficiencies that also endanger certification. STATE OFFICIALS are awaiting the results of a federal survey, but have "reason to believe Central State will be decertified," according to a Department of Mental Health background paper released with Orr's announcement. The 31 positions at the Fort Wayne institution will address deficiencies cited by federal officials, and "assuming that staffing levels can be maintained, we should have no (certification) problems through the remainder of fiscal year background paper said.
