30th for $726 86 (S-1-12) LID 633 1212 Rep. Jerry Bales, R-Blooming-ton, who spoke to the students, said university funding has been dismal at best in recent years. He also criticized Gov. Evan Bayh for not mentioning higher education in his State of the Stale message Tuesday. Bales told the students the state of Indiana operates according to what is hot In public opinion polls.

"Higher education doesn't make a ripple in polls today," he added, encouraging students to raise public awareness of the needs of higher education. Later in the day, the Bayh administration proposed spending Increases of 4 percent and 4.2 percent In the universities' operating budgets over the blennium, as well as full funding for the universities' request for building repairs. The administration recommended that tuition increases be held at 4.5 percent each year. The proposals will now be debated during the legislature's consideration of the 1995-97 budget. By Barb Albert STAR STAFF WRITER Higher education is on the verge of becoming unaffordable for Hoo-slers, warned a group of student leaders from the state's colleges and universities.

About 40 representatives of the revitalized Indiana State Student Association converged on the Statehouse on Wednesday and hoped to persuade legislators from their hometowns to make higher education funding a top priority in the session. While they want to keep tuition increases down, student leaders at Indiana University in Bloomlngton say students there are willing to pay 1 percent extra in tuition in order to reduce class sizes. The idea, initiated two years ago by student leaders, has received widespread support from the student body, said IU student body But It's gotten a lukewarm reception from some state officials. State Budget Director Jean S. Blackwell said it's counter to the agreement among the state's universities to keep tuition Increases at 4 percent, If the state appropriates the additional revenue they've requested for the biennl-um.

The extra tuition funds. If matched by the IU Foundation and the state's general fund, would allow IU to hire an additional 20 faculty members and lower the faculty-student ratio by one, IU student leaders said. Students representing all state universities concentrated Wednesday on showing legislators they support the universities' request for 5 percent and 5.6 percent increases, respectively, in their state-funded operating budgets in each of the next two years.
