MORE THAN 200 residents of the area where the waterslide is planned, 6820 East 21st Street, appeared at the meeting protest the action of the Metropolitan Development Commission and urge the council to reverse the decision. Two Republicans joined nine Democrats in voting for the project and 18 Democrats voted against it. Twenty votes needed to override the commission's action. The sheriff's department is one of the four county agencies to receive surplus funds. The council voted to give $250,500 the department to purchase 40 new cars for road patrol deputies.

The council also appropriated $86,000 the Marion County Election Board to repair voting machines and purchase renovated machines. THE COUNCIL appropriated $29,844 pay past-due bills from the administrations of former Prosecutor James F. Kelley and former County Clerk Thomas P. O'Brien. Neither Kelley nor O'Brien had encumbered money to pay the bills, but the mayor determined the debts to be legitimate.

The council also allocated $14,000 to the nine Marion County Township Assessors to be used for installation of computer terminals in those offices. Two of the appropriations were pared after it was learned that there was only a $400,000 surplus in the county general fund. Requests totaled more than that amount. The sheriff's office had sought $375,741 for the purchase of 60 new cars. This had been approved by the council's Public Safety and Criminal Justice Committee prior to Monday's meeting.

THE MARION County Election Board originally sought $200,000 for repair and purchase of voting machines. This had been trimmed to $100,000 by another council committee and was again cut Monday night. There were no cuts made in the request made by township assessors or in the request to pay past-due bills. The council voted 23-3 to reject the special bus lane study proposal which had been sought by the Department of Metropolitan Development and financed by a federal grant. The study would have determined the feasibility of allowing Services for Mrs.

Mrs. Mayes owned and operated Mayes Restaurant at Anderson from 195844. She and her husband later owned Mayes Used Furniture there for three years. A native of Goldsmith, she lived here since 1974. Survivors include her husband and four sons, Lester Mayes of Noblesville, Donald G.

Mayes of Greenfield, William L. Mayes of Eddy- vilie, and Paul K. Mayes of Anderson. Friends may call after 1 D.m. Wednesday in Farley West Morris Street Chapel.

Guadalupe R. Morado Services for Guadalupe R. Morado, 45, 1229 North Ewing Street, a retired ma chinist, will be held at 1 p.m. Wednesday in u.H. Herrmann South East Street Funeral Home, with burial in New Crown Cemetery.

He died Sunday in Methodist Hospital. Mr. Morado worked nine years for General Pump retiring two years ago. A native of San Benito, Texas, he lived here 12 years. Survivors include his wife, Mrs.

Doris A. Morado; four daugh ters, Mrs. Lydia Wilkins of Salem, 111., and Mrs. Norma Schuchman, and the Misses Gloria and Belinda Morado, all of Centralia, and six sons, David Morado of Great Falls, Daniel Morado of Texas, George, Luis, Ruben and Guadalupe R. Morado all of Centralia, and his mother, Mrs.

Concha Rosales of Zaragoza, Mexico. Joseph V. Foose Joseph V. Foose, 92, Indianapolis, a retired railroad conductor, died Monday in St. Francis Hospital Center.

He work ed 48 years for New Wk Central Rail road until his retirement in 1956. Born at Blasdell, N.Y., he lived here since 1956 and was a member of Sacred Heart Catholic Church and Holy Name Society. Services will be held Friday in SS. Peter and Paul Catholic Church at Hamburg, with burial in Holy Cross Cemetery there. Mrs. Mallie McGee Services for Mrs. Mallie Ann McGee, 77, 1045 Eugene Street, the widow of Gilbert McGee, will be held at 1 p.m.

today in Loving Baptist Church, of which she was a member, with burial in Floral Park Cemetery. She died Thursday at home. A native of Hodtenville, Mrs. McGee lived here fiO years. Survivors include her daughter, Mrs.

Edna King, and a son, Douglas Phillips, both of Indianapolis. Jacobs Brothers Westside Chapel is handling arrangements. Carl M. Jones Services for Carl M. Jones, 44, 2215 Martindale Avenue, will be held at 11 a.m.

Wednesday in Williams Funeral Home, with burial in New Crown Cemetery. He died Saturday at home. A lifelong Indianapolis resident, Mr. Jones was an Army veteran. Survivors include two sons, Rodney and Robert Jones, and two brothers, Melvin and Earl Jones, all of Indianapolis.

Israel Willis Jr. Services for Israel Willis 54, 2918V: North Clifton Street, will be held at 11 a.m. Thursday in Boatright Funeral Home, with burial in New Crown Cemetery. He died Saturday at home. A lifelong Indianapolis resident, Mr.

Willis had been a janitor the last six months at Marian College. Survivors include two sisters, Mrs. Clara Torrence and Mrs. Dollie McGee, both of Indianapolis. I Death Notices Funeral Myers, 89, Indiana Masonic Home, Franklin, will be held at 10 a.m.

Wednesday in West Newton Cemetery. Friends may call at Conkle Speedway Funeral Home from 6 to 9 p.m. today. He died Sunday in the Masonic home. A native of Pettit, he lived in Indianapolis most of his life.

He was employed 10 years as a mechanical engineer at Stewart Warner Corp. Prior to that he worked in research for RCA. A 1911 graduate of Purdue University, he helped design and build a race car for Frank Lockhart in 1926. He was a member of the American Society of Automotive Engineers, Evergreen Ma sonic Lodge 713 and Mizpah Temple Shrine. Survivors include one daughter, Mrs.

Cecil Morris- of Worthington, and one son, Nevelyn D. Myers of Martinsville. Isaac R. Hasch Isaac Raymond Hasch, 77, Indianapolis, a retired foreman, died Monday at home. He worked 30 years for P.R.

Mallory Co. until his retirement in 1967. A native of Campbellsville, Mr. Hasch lived here 60 years and was a member of the P.R. Mallory 25-Year Club.

Services will be held at 2 p.m. Wednesday in Jordan Funeral Home, with burial in Crown Hill Cemetery. Survivors include his daughter, Mrs. Betty Rafferty; a brother, Richard Hasch, both of Indianapolis, and three sisters, Mrs. Tillie Smith and Mrs.

Peggy Elliott, both of Bradenton, and Mrs. Geneva Gorton of Indianapolis. Michael McCarthy Services for Michael C. McCarthy, 81, 1610 North Delaware Street, will be held at 10 a.m. Wednesday in Calvary Hill Mausoleum Chapel, with entombment there.

Friends may call after 1 p.m today in Harry W. Moore Peace Chapel Mr. McCarthy died Saturday in Method ist Hospital. A native of Odon, he lived in Indianapolis about 45 years. From 1961 to 1970, he and his family owned an operated a billiard parlor at Phoenix, and then returned to Indianapolis.

Mr. McCarthy was a mem ber of SS. Peter and Paul Catholic Cathe dral. Survivors include his wife, Mrs Helene McCarthy, and a son, Jack McCarthy of Indianapolis. Mrs.

Howard Walker Services for Mrs. Howard V. (Hazel Sims) Walker, 69, Zionsville, will be held at 10 a.m. Wednesday in Flanner and Buchanan Zionsville Mortuary, with bun al in Cemetery. She died Sunday in St.

Vincent Hospital. A native of Kings Mountain, she lived in Indianapolis 40 years before moving to Zionsville 25 years ago. Survivors, in addition to her husband, include a son, Steven Sims, Indianapolis, a sergeant with the Marion County Sheriff's Department, and two daughters, Mrs. Gwen Squires of Indianapolis and Mrs. Lois Phillips of Greenwood.

Mrs. Xovel Hester Services for Mrs. Novel (Barbara Jean Westmoreland) Hester, 47, 2534 North Illinois Street, will be held at 1 p.m. Wednesday in Stuart Mortuary, with burial in Floral Park Cemetery. She died Sunday in Wishard Memorial Hospital.

Mrs. Hester was a machine operator 10 years for Crown Laundry until her retirement in 1974. A lifelong Indianapolis resident, she was a member of New Jerusalem Baptist Church. Survivors include her husband, a son, Larry N. Hester, and her mother, Mrs.

Minnie Nelson, all of Indianapolis. Branson M. Jackson Services for Branson M. Jackson, 75, Lawrence, a retired sheet metal worker, will be held at 11 a m. Wednesday in Moore and Kirk Lawrence Chapel, with burial in Menden Cemetery at Pendleton.

He died Sunday in Community Hospital. Mr. Jackson worked 45 years for Sheet Metal Workers Union Local 41, retiring seven years ago. A native of Pendleton, he lived in this area most of his life. Survivors include his wife, Mrs.

He died Sunday in Morgan County Hospital after suffering a self-inflicted gunshot wound at his home, according to Morgan County authorities Survivors include his parents, Mr. and Mrs. Harry Adams of the Morgantown address.

BELL The City-County Council Monday struck down a proposed ordinance which would have allowed five-minute parking on all of Monument Circle. Parking now is permitted only on the northeast quadrant of the Circle, which includes the Columbia Club.

The vote to throw out the ordinance came after a 10-minute closed-door caucus of the Republican majority on the council. Afterward, council majority leader Richard F. Clark said the motion was made to strike because "nothing was offered that would solve the problem." He also said the city is now conducting a study on parking for all of the downtown area. The council also: Failed to overturn a zoning change made by the Metropolitan Development Commission which allows the construction of a waterslide on the East-side. Approved ordinances allocating $380,344 of a surplus in the county general fund to four county agencies.

Rejected an ordinance which would have provided $30,000 to determine whether special counterflow bus lanes should be established. Councilor David P. McGrath, chairman of the Transportation Committee, attempted to change the Monument Circle ordinance so parking would be prohibited at all times in all quadrants of the Circle. His committee voted last week to allow parking for five minutes during the day and unlimited parking on weeknights from 6 p.m. to 2 a.m.

and at all times on Saturdays and Sundays. McGRATH URGED the parking prohibition amendment, which had been backed by Mayor William H. Hudnut, after the city's Department of Transportation reported it would have problems cleaning the Circle if increased parking were permitted. Councilor Paul F. Cantwell, Democratic nominee for mayor and a member of the Transportation Committee, said he voted for the five-minute parking proposal as a compromise, pointing out that he and other Democrats wanted to allow 20 minutes of parking during the day and unlimited parking all night.

"We reached a compromise in the committee and it should be followed," he said. The vote to strike the ordinance was 15-9. Lawn Louis Feeney Dies; Had Driving Range Louis W. Feeney, 71, 6130 Lourdes Court, a lifelong Indianapolis resident and golf pro, died Monday in Methodist Hospital. The first golf pro at Sarah Shank Golf Course, he also was the pro at Hillcrest Country Club six years. Nearly 50 years ago, Mr. Feeney opened Feeney's Driving Range, the city's first driving range, on Indiana Avenue.

He also was a salesman eight years for Advertising Specialties until his retirement one year ago. A graduate of Cathedral High School, Mr. Feeney was a member of St. Matthew Catholic Church, Indianapolis Athletic Club and was a life member of the Indiana and National Professional Golfers Association. Services will be held at 10 a.m.

Wednesday in Shirley Brothers Irving Hill Chapel, with burial in Needmore (Ind.) Cemetery. He died Sunday at home. Mr. Conard was a security guard 10 years for RCA retiring in 1951. During World War II, he was a security guard at Curtis-Wright Co.

Prior to that he worked in the Bloomington (Ind.) Post Office 18 years. A native of Unionville, he lived here since 1943 and was a member of the Moose Lodge at Bloomington. Survivors include three daughters, Mrs. Mildred Miers of Tarzana, Miss Marjorie Conard and Mrs. Marie Rob-bins, and a brother, Harold E.

He died Sun day at home. Mr. Reese had been a forklift operator 30 years for Link Belt Division of FMC Corp. until his retirement last year. An Indianapolis resident, he lived here most of his life.

Mrs. Maddux was a machine operator 10 years at P.R. Mai lory retiring in 1956. A native of Cambridge City, she lived here 50 years. There will be no calling.

Police were unsure what caused the shooting but said there may be some connection between it and an earlier argument at nearby Washington Park between several men and Murray's brother. The argument, which occurred about an hour before the shooting, allegedly concerned the brother's car, which reportedly was stolen several months ago. One of the men involved in the argument and several others returned to the area later and found Murray in the 3300 block of North Rural. Another argument followed and Murray was shot, police said.
