There are excellent workshops at that station and other fadlltes for docking and repair ing vessels The only other naval dock on the coast is at the Mare Island Navy Yard just below San rancisco It is a tiny affair however only capable of re ceiving small worships of the Philadel phia class There are several commer cial docks on the coast which the depart ment figures on utilizing in the event of an emergenev The situation in the Philippines is far worse At Olongapo thirty miles distant from Manila there is a good floating dock owned by this Gov ernment It is rendered practically use less by jecting The motion for publicity will be presented by the Dutch delegates MINNEAPOLIS Minn National Conference of Correction began Senator Albert principal speaker The conference is one of the largest In the history ot the or ganization There' are about 1200 dele gates In the city I Amos Butler of Indianapolis presi dent of the conference introduced Jeffrey Brackett of the Massachusetts State Board of Correction and Charities who replied to the address of welcome Presi dent Butler then Introduced Senator Beveridge who launched at once into his favorite subject "Child He was greeted with vigorous applause Senator Beveridge delivered Stipging arraign ment of the system which allows the of' child Ikbor to President annual address fol lowed He spoke on Minded and characterized this condition as a cause of crime and pauperism Mr Butler speaking on the ut eeble said in part: ew realize the misery and Buffering the vice and crime or the great burden ot tax ation caused by our feeble minded popula tion We do not know how many such un fortunates there are but the census of 1890 reports 95000 in the United States An emi nent authority estimates their number to be at least 150000 In a careful study recently made of the prisoners at the Indiana State Prison it was found that in a total population of 926 114 or 12 per cent were insane epileptic or de cidedly feeble minded It is a significant fact that 305 per cent of these 114 defectives were committed for such crimes as murder manslaughter and rape while in a total of 2365 consecutive admissions examined the percentage of commitments for this class of crimes was found to be but 146 per cent On the contrary those who committed petit and grand larceny were 532 per cent of the 2365 consecutive admissions and 377 per cent of the 114 defectives In other words the percentage of commitments for crimes against the person is more than twice as great among aeiecuves uuiuug not so classed Years ago it was the prevailing view that many of the feeble minded children could be educated and trained into self supporting and self directing citizens This is possible with very few Dr ernaid has really feeble minded person ever was or can be entirely cured" It is now general ly recognized that while many can be made self supporting under direction few have sufficient judgment to direct themselves Therefore most of them should be kept separate and apart from the world Seclusion for eeble Minded Those of whom I have spoken are the children Why not stop the birth of stlch children? Why should not feeble minded women of child bearing age be secluded? They are now largely cared for at public expense in almshouses and by other agencies If they could be segregated in institutions the production of thjeir kind would be cut oft and at the same lime they could earn a part of their own support There is no State in the Union but has some form of law to regulate marriage Sonic are crude but a study of them shows the tendency of the times toward more scientific measures Among the more ad inve whuh tn rirevehf the mar riag of the unfit may be xnentioned those of Massachusetts Connecticut Maine Kan sas Ohio New Jersey and Indiana These are important but their value cnulfl be in creased by education of the people and train ing of the officials They are needed in all the States tind eventually mere snouia practical uniformity of marriage laws States Establish Institutions Attention has been given to the necessity of some other way of preventing the re production or tne leeoie nuuucu vrs States have established institutions for the custodial care of feeble minded women They are a great blessing to humanity and In the end a source nt public economy Many there have been who advocated the sterilization of these and otherpermanent public charges In some institutions this has tzi n'ffnrtc hflVR been made in sev eral States to enact laws authorizing or re quiring an operation to prevent procreation These efforts have generally failed So far as know Indiana is the only State that has such a law While there are many anti social forces 1 believe none demands more earnest thought more immediate action than this eeble mindedness produces more pauperism de generacy and crime than any other one force It touches every form of charitable activity It is felt in every part of our land It affects in some way all our people Its cost is beyond our comprehension It is the unappreciated burden of the unfortunate It is a burden we are compelled to bear therefore let us bear it intelligently to the end that the chain of evil may be lessened tho weak cared for and the future brighter with hope because or ou Ye who are strong must bear the firmitles ot the weak Senator Beveridge Speaks Senator Beveridge addressing the con vention tonight said in part: IVhen In the Senate I Introduced the bill to prohibit child labor In the Republic cer tain men in both parties denied the evil others said it was exaggerated hen for two whole days I read to the Senate testl monv given under oath by men and women whose truthfulness none could question de nials of the evil we heard no more about or these men and women under oath showed how widespread the outrage Is and they gave hundreds of examples with names and dates they de scribed the atrocity in horrible detail gtv Ing Instances which they had personally seen and investigated The lowest possible estimate is that a quarter of a million of stunted creatures are being poured into the body ot American citi zenship every year and this decadent class is rapidly Increasing All bur
