by the tpeelal committee was left to a referendum vote uf the min ers of Indiana and upon their decision rests the possibility of a lockout or tho signing of a contract covering the next two years Tonight the leaders of both sides are hopeful of a peaceful settle ment of the difficulties The motion to refer the matter to a referendum vote however was qualified It provides that in event the miners accept the substitute offered by the special joint committee on the firing clause the five limit clause shall remain intact Depends on Operators However unless the operators agree to this provision the conference Is still far from an agreement Two meetings of the mine workers and one session of tho joint conference were held today The mine workers were in executive session all morning deliberating over a substi tute to the joint report which where had a passed turned it was the matter to the rank and file of the organization Action of the mine work ers throughout the entire conference has been handicapped by the fact that al most half of the delegates came into the conference with instructions from their local unions not to vote for any kind of a fining clause Should the
