John Myers, called the Carter administration's plan to upgrade less than honorable discharges "a slap in the face" to veterans who served honorably. By awarding benefits to those with upgraded discharges, "we would no longer be distinguishing between those who served honorably and those who failed to meet their obligations to our country," Myers said. More than 40 fireworks displays will help metropolitan Indianapolis residents celebrate America's 201st birthday with a bang this weekend.

The state fire marshal's office has granted 41 fireworks permits to applicants from Marion County and seven surrounding counties. A spokesman at the office said more applications are likely to come before the holiday. The miracle of love In its multiple expressions of compassion is the heart of little Kim Melick's story. Kim has been selected: as the United Way campaign torchllghter.

The child will celebrate her fifth birthday Sept. 27, when the United Way drive will begin. Abandoned at birth along a road; on the outskits of Seoul, Korea, Kim was adopted when she was four months old by Mr. and Mrs. Richard P.

Melick, 6902 Shelby. "We'll never forget seeing Kim for the first time when we picked her up at O'Hare Airport in Chicago," Mrs. Melick recalled. "She was exhausted from the trip, and we soon dicovered that she was very weak and sickly as a result of inadequate care. "Her little body- was covered with scabs and boils," Mrs.

Melick remembered. "She reminded us of those pictures one sees of unloved, uncared-for children with the toothpick arms and legs and bloated stomachs. "If any child needed love, Kim did, and she has received it and returned it," Mrs. Melick continued. "We can just feel the love come from Kim.

There's something very special about her. She has a marvelous, outgoing personality." Because of her shaky start in life, Kim needs special help with her physical development. She didn't walk until she was 18 months old, for example. She attends Crossroads Rehabilitation Center's children's developmental program daily to improve her coordination and self-help skills and to participate in organized preschool programs. Crossroads is affiliated' with United Way and this year is receiving $257,375.

in support of its reha- By ZACH DUNKIN The jazz-rock band of Chicago 'showed a crowd of 8,000 at the arena last night just why the group has man-; aged to stay solvent after 10 years with an impressive display of showmanship, class and talent. The audience was treated to one of the finest productions in the business thanks to the five triangular batteries of I some 200 floodlights designed by Lee 'Bonamy of California Art. The show was the first for Chicago on its '77 summer tour and was nearly "flawless. It had all the energy of the old concerts with the addition of a new stage setup and three never-before-heard numbers from an upcoming Chicago XI album. The album is slated for an August release.

"We're very excited about the new album because I think it's going to be the best we've ever done," said group trombone player, James Pankow, easily the most interesting of the eight-man band to watch. Pankow continuously jawed with the crowd, making faces and posing for the Instamatic set. He's one of the world's few rock performers who can mnke playing a cowbell look interesting. His hip-swiveling, Mr. Macho actions had to 1 be half serious and half in jest.

During the first set Pankow was dressed in a tight, black matador-like outfit. For the second set he returned in snug-fitting leather pants and a matching leather vest over a bare chest. He tossed away the vest for the encore. Keyboardist Robert Lamm, husky gui-" player Terry Kath (clad in a New York Rangers hockey jersey) and bass player Peter Cetera shared most of the lead vocals. The sound, flown in a semi-circle above the stage was good, but the i group's strong brass section of Pankow, 1 Walter Parazaider and Lee Loughnane occasionally overwhelmed the vocals.

He stood me up, and I haven't talked to him since. But now I'm stuck without a ticket and I've waited all year for this." Linda wasn't as fortunate as these 10 "I'm A Man," but managed to make it through the number without switching guitars. One of the highlights of the second set was a percussion duet with drummer Danny Seraphine and percussionist Laudir De Oliveira. Here again the lighting made the performance twice as brilliant. The crowd, which now sounded like a full house of 18,000, applauded nearly 5 minutes for an encore and Chicago re-: turned to do "I'm A Man." The show ended with "Feeling Stronger Everyday." Boz Scaggs, whose "Silk Degrees" album was one of '76's best, will be the main attraction with Southside Johnny and the Asbury Jukes, featuring Ronnie Spector, warming up.
