The delegation of citizens has an amendment to be offered to the bill on municipal ownership of public utilities Introduced by Representative Jap Jones (Morgan. Lem.) the purpose of the amendment belnif to pre vent the Jones bill, in the event of Ita passage, from causing an election In Hloommgton on the water question. 1 City Owns reseat Flaat. Bloomington owns and operates the present water plant. Gentry, Mellott and Hill aaid the city does not have borrowing- power sufficient to develop a new and adequate water supply, and citlzena have organised a company to co-operate with the city, tinder the plan the new water' supply would be developed and turned over to the city on a lease rental contract.

The plan provides that the city thall use lta borrowing power to the extent of $150,000. thie amount to be invested In common stock of the private corporation. The city would own and control the common stock and operate the water property, both owned and leased. The plan further provides that preferred stock double the amount of the common shall be issued and cltiaens would buy the preferred stock, in this manner helping the city to finance the enterprise, It Is asserted, the city can not now do In full because It is too near the constitutional debt limit. It is supposed that the lease rental to be paid by the city to the private company would be at least suftoient to pay dividends to the preferred stockholders.
