4: CANAL BUILDERS Nature of Reward a Grateful Na tion Will Bestow Rests With Congress and President HAVE WON HONOR SURMOUNT GREAT OBSTACLES Goethals Gorgas Hodges Sibert Gaillard and Rousseau Mod est in Hour of Victory BY EDWARD CLARK Article XI PANAMA Get T9 in what way through the Congress shall the people of the United States do honor to the men who have built the Panama Canal? 'in the isthmus 1 have found that the great men of the work give no consideration at all to suggestions of reward There is apparently reward enough in personal knowledge of labor veil done That the people of the United States will honor the canal builders there is no doubt In the honoring lies the reward When Congress meets for the regular session in December it will eonsiaer a bill recently introduced by Representative Adamson of Georgia the purpose of which is provide fur recognizing the serv ices of certain members of the Isthmian Canal Commission to extend to them the thanks of Congress to authorize their promotion and retirement and for other purposes I he first section of this bill provides that tile thanks uf Congress be ex n1 the following officers uf the army and navy of the United States who as members of the Isthmian Canal Commis sion have render'd distinguished service in constructing the Panama Canal tu wit: Col George Goethals chairm an and clilf Anginfer Col William Gorgas sanitary export: Ilfiil Col II IlolHeS Tieut Willinm I Hlbert Lieut Col David JiuB Gaillard and Commander II I Rousseau" OUR STARTED AT BEGINNING four of these officers of the aunv began duty on the isthmus the instant Congress took the construction of the canal from the hands oi the civilians and turned it over io the military Those who have been on the work from the beginning are Goethals Gorgas Gaillard and Sibert Col Hodgvs and Rouhsuiu the latter a civil engineer in 1 1 1 naval establishment went to the isthmus at a later day than the others named but their Wi i'k like that of heir cnlleagues has been of a commanding nature The second section of the Adamson bill reads like this the Preside: txis hereby author ized to retire two of the army miicers named in Sec 1 with the rank and pay of major genera and is authorized to retire three army otlirers named in s(c 1 with the rank and pay of brigadier general ami is authorized to retire the naval of ficer named in sec i with the rank and pay of rear admiral: Piovldod that pro motion and retirement heroin provided shall in no case nor event interfere with uch jiromotiuii as might ensue in the regular course of promotion carries with it retirement and this means that the ad vancement ifi rank of mi other officer in the united States Army or Naw will he interfered with by giving higher service grades to the canal engineers and the canal sanitary officer In order therefore to receive the honor of the people of the United States outside of tiiat which is given them through the thanks of Congress the canal bulkh rs must retire irom the active service and this 1 think am justified saving thev would prefer rather than to receive pro niotion on the active list thus to he ad vanced over the heads of their fellow officers The Adamson bill is a simple measure It gives honor and advance ment to the uonstrimtors of the Panama Canal but it does il in a manner to avoid Interference with the regular promotions of other army officers and io avoid also the ill feeling which such promotions fre quently generate Naturally Col Goethals the chief engineer of the canal and Cui Gorgas the sanitary expert are select'd for pro motion to the higher ranks Goethals was I he chief engineer who directed the work of the construction Gorgas was die doctor whose skill in sanitation made the digging of the canal
